Phil,
I'm assuming that it is the same as previous Masters events that although there are no painting points all models must be painted to at least a tabletop standard.
There's no fun in turning up playing either unpainted or just undercoated models. A month out from the event their is plenty of time for people to make the necessary effort

The field doesn't need to be mothered, as they will just have to live with the shame of unpaintedness resounding in their minds. I think all attending will have tapped into their paints before the event anyways.
