Not sold I'm afraid. The coolness-factor with Gobtonnia for me is you took noble, elite, upper-class snobs (Brettonians) and reduced them to flashed up Gobbos.
Now you're taking crap (rats) and making crap (Gobbos). Doesn't have quite the same ring to it somehow...
New army book toys (Abomination, Doomwheel) aside you're also making an essentially infantry army so where are the cool conversions going to come from? All of Gobtonnia barring the Treb were mad conversions. This is a Skaven body with ears on a Gobbo head. Still neat but nowhere near as overwhelmingly awesome and Gobbo-Knights. It will look like an army of Goblins on foot.

I'm with Fuj here Simon.
Charles Black and Doug Rosendal have done a Stuntie themed Rat army. That turns the tables on the Warhammer Heirachy in a similar way to your Knight Goblins have done.

To be honest, I wouldn't race-mix Skaven if I were doing them. There are plenty of opportunities for great conversions with the different clans alone. Regarding the test model, the Mickey Mouse hat is cool, but won't stand out very much on the battle field I fear.

@fujin : this is a test model, i really need to read the new army book to decide how i am going to build this army.. at the moment, i'm planning to do a Ninja themed gobbo army... so yes, there will be lots of conversion opportunities.
