Just want to check to see if I have this interpreted right:

Undead can only march if within 6 inches of a vampire or 12 inches of the general. Does this mean they can march move within 12 inches of a Necromancer IF that necromancer is designated as the army general (ie: in a smaller game with no vamps)?

Yea what Glenn said, if there were somehow a game that you didnt need one then yes they could march within 12 of him

As the book says

...cannot march move unless they are characters, or are within 6" of a model with the vampire rule, (or 12" of the general) at the start of their movement phase... (pg33)

So a Vampire character is not "required"...  except that the book also mentions that you MUST have a Vampire character to act as a general... (pg88) so no "necro characters only" armies, and no necro general's.

I'm not sure about Mordhiem.
If you were taking a 500 pt cakecon army, this would be acceptable. we bend a lot of the rules to accomodate the list constraints
one character, max 1 special, min 1 core.
